Official letter No. 11474, issued on September 13, 2026, tasked the Ministries of Justice, Finance and Economy, and Planning with reviewing the federal draft legislation on borrowing and grants and submitting their legal and constitutional observations, in order to ensure the Kurdistan Region's financial rights and entitlements are protected in the legislative process.
The decision emphasizes the implementation of Article 106 of Iraq's constitution, which stipulates that the Kurdistan Region must receive its proportional share of any loan or international assistance received by the federal government. The Kurdistan Region has participated in the repayment of international loans and their benefits, making it constitutionally entitled to an equivalent share when those loans and grants are distributed.
